Interest in Applying with a Water Project

Cattaraugus County Health Department, through the Environmental Health Division, has qualified for a Small Cities Community Development Block Grant (CDBG) from the NYS Office of Community Renewal. The program is administered in partnership with Cattaraugus Connecting Communities in Action (CCA) in Salamanca.

This block grant helps low-to-moderate income homeowners repair or replace failing septic systems, failing water wells, private water systems, and public sewer laterals in Cattaraugus County.

CCA is currently accepting applications for the Well, Septic and Lateral Replacement project. All new projects will be placed on a waiting list. Property owners will be notified if their project is eligible for funding which is based on need, scope, eligibility and availability of funds.

Income Requirements

There are personal income requirements based on the number of household members:

  • 1 person: $45,500
  • 2 people: $52,000
  • 3 people: $58,500
  • 4 people: $64,950
  • 5 people: $70,150
  • 6 people: $75,350
  • 7 people: $80,500
  • 8 people: $85,750

Other program requirements:

  • The home must be single-family and must be owned and occupied by the person applying for assistance.
  • Property taxes, homeowner’s insurance, and mortgage must be current.
  • Homes under land contracts, rental property, or trailer parks are not eligible for this program.
  • The project must pass an environmental review checklist per the Code of Federal Regulation.
  • An itemized estimate is required to determine the project scope is eligible and for funds to be allocated to each project.
  • A post-construction quality inspection is required for each project.
  • A 5-year mortgage note lien must be filed with the Cattaraugus County Clerk’s office.
